Guiding Principles for Assessment of Innovative Treatment Programs

Overview

DVA has established a set of principles to guide the assessment of proposals for funding innovative treatment programs. These principles were endorsed by the Repatriation Commission and the Military Rehabilitation and Compensation Commission on 5 August 2025.

They apply to clinical and community-based multimodal programs, as well as innovative models for delivering evidence-based treatment. The guidelines are intended to ensure that proposals are assessed consistently, transparently, and in line with DVA’s commitment to high-quality, effective treatment for veterans. Meeting the principles in the guidelines does not guarantee funding. The guidelines are used by the Department to provide advice to the Commissions to support decision-making, and form one part of an assessment process. Proposals must also be considered in the context of other requirements, including legislative and funding authority and alignment with broader DVA priorities. 

These guidelines are relevant to providers who are considering submitting proposals for treatment programs that  may be evidence- based or evidence-informed and show promise addressing specified health conditions in the context of the unique needs of veterans. To be considered for funding, programs must meet rigorous standards for evaluation, clinical governance, and cost-effectiveness.
